The response calls for a few clarifications.

Impermeability is the result of preventing the passage, either of a liquid or a gas. A static seal is a seal that ensures this impermeability. 

That said seals, whatever their composition, have a limited lifespan.

Nonetheless it is rare, if not non-existent, for a seal manufacturer or producer to state a use-by date. With this in mind, it is worth remembering that Neoprene, which was initially called Duprene by its inventor , while it may have excellent resistance to water, to seawater, to O3 and to hydrocarbons, and while it may have excellent mechanical characteristics, it is sensitive to simple storage (lifespan of 6 months).

It is therefore necessary to lubricate a seal in order to extend its lifespan. 

A 100% silicon grease (some companies market simple greases based on refined petroleum oils and that only contain a small percentage of silicon oil under the name "silicon grease") performs several functions:

- enables the simple alignment of seals during assembly or positioning within the recess.

- protects the seal from drying out on account of the very nature of its components, or on account of external agents

- thus guarantees any dimensional variation and any variation in elasticity or Shore hardness.

However, in order to guarantee perfect and "rigorous" impermeability, a few rudimentary precautions must be observed.

All professional divers using a watertight tank know that the smallest hair between the recess and the seal would result in an improper seal and the consequent loss of their material.

Therefore, to lubricate a seal or a recess with a a brush, or even worse, a cotton swab, would be an aberration. The lubricating film must be put in place using a cannula or syringe, which must be cleaned thoroughly. Excessive cleaning will all only mechanically deform the seal.
